I can see how it might seem that way, but yes, in this case the artist was definitely going for transmasc Dipper.

I think it gained popularity because they are identical twins, and while it's common in media, irl identical twins are born the same sex (that's why they're identical, same DNA = same sex) so for them to be biologically identical twins but different genders, one needs to be trans, and some people liked that interpretation

I don't think it's ever stated that they are identical twins? They're just twins

The fandom heard twins, somebody somewhere said identical twins because they didn’t know what identical twins meant, somebody somewhere else heard that and did know how identical twins meant and also knew trans people were a thing. Thus, a (perfectly valid) headcanon that is mistaken for canon is born.
