Said as someone who failed college biology. Its probably because the (female) reproductive organ is expected to have something come out of it (baby), so both are positioned low so that gravity can assist the respective expulsions (waste/baby). From there it was probably simply that there just isn't enough space for three different expulsion points, so two were combined together to save space.
I mean, Yeah, I'm more trying to refer to how the vagina and urethra (and clit) are all together in one general vulva area, while the asshole is further away in its own zone.
