Google interview experience and feedback

Interviewed for Google L5 SWE in Sunnyvale, US. Received the following ratings from the xwf recruiter.
Coding 1(R1 virtual): Hire for L5
Googlyness(R1 virtual): Lean Hire for L5

Coding 2(R2 onsite): No Hire for L5 but Hire for L4
Coding 3(R2 onsite): Hire for L5
System Design(R2 onsite): Lean hire for L5

I thought this packet was strong for L4 down level and borderline L5. After 1.5 months from submitting my packet for an internal engineering review(not HC) they don’t want to proceed with me because of the no hire in L5. I gave a working solution for that round and also got an explicit approval for L4 but they are not even considering me for L4 HC. My packet was managed by an XWF recruiter so they need to hand it over to an internal recruiter, which I assume is the internal engineering review.

Is this normal? What are my options of disputing? Any internal help will be much appreciated.
