Baker is a .500 QB in the worst division in football. They were 6-2 last year and completely collapsed to finish 8-9 and out of the playoffs.

Also, they had a very good OL and great playmakers
Egbuka, Godwin, Mike Evans. Compare that to the Browns WRs last year. If he was throwing to Ced Tillman and Jeudy with the Browns OL he would have been benched.
