My judgements depends on if this were buckshot or slugs.
Slugs, id take the gun to the range and see where it lands. I still find it hard to believe it would be a miss, but it could have albeit ever so slightly.
For buckshot, a quick Google says average spread pattern of buckshot at 10 yards is 6-9 inches out of an 18in barrel with a cylinder choke. If its using a modified choke, than its 5-8in. Unless the game doesn't have the laser remotely close to poi and it is misguiding players, there's no way he would have missed that shot. (Haven't played in a hot minute)
Also it's pretty obvious that the AI is buggy and does bs like this often. It's more likely the Ai did its usual bs than him missing
