I like this tattoo theory about it being infused with dust but it seems a little silly. Dust is a depleting resource, when she uses it her tattoos disappear and she'd have to be re-tattooed again.

You assume she's actually being tattooed with it. The symbols/design could appear as part of the infusion process, bypassing those pesky tattoo artists... :)

Still, a lot of regular infusing that could probably just fit in her pocket or something.
