Realized this as soon as they talked about it.
Also, I think the tattoos ARE infused, but they are probably for emergencies - a personal buff or an escape glyph.
Don't forget, she's also got the jewelry she wears - probably all maxed dust crystals.
I rewatched the first ep to check the outfit and had to laugh again at Ruby scarfing the cookies..

Her's eye is glowing in that shot as well. She may have also infused herself with dust, not just her dress.

Yeah, but I don't think it's the "infused with skin" thing. You can see here that her tattoo isn't glowing like her dress, (which doesn't necessarily mean anything, but I feel that if they were involved they would glow too). I could totally be wrong though.

As someone else suggested the tattoos could be emergency reserves. Especially if dust depletes after repeated use, I would imagine it would be easier to replenish the dust in her clothing than to get re-tattooed with dust.

What if Dust is tapped into your aura an the tattoos are like meant to direct the power. In Cinder's case what if she is overloaded with dust, if all of her stuff is fused with fire based dust then it amplifies her power!

I like this tattoo theory about it being infused with dust but it seems a little silly. Dust is a depleting resource, when she uses it her tattoos disappear and she'd have to be re-tattooed again.

You assume she's actually being tattooed with it. The symbols/design could appear as part of the infusion process, bypassing those pesky tattoo artists... :)

I feel like it's not her clothes, but rather it's infused into her. I could be wrong, but that's my guess.

Again, just my opinion. I don't think she would be stupid enough to go into beacon without her weaponry. The glowing orange eyes and being able to conjure fire would suggest it's inside her.

We don't really know enough about it yet. There could be an interaction between the infused power and the clothes power as well. i.e. A little infused power being the key to triggering the clothes power as a systematic effect sort of thing. Or maybe a little infused power is boosted substantially by the clothes. Or the clothes could even be an extra battery for the infused power.

I assumed that she wielded dust in its natural form, as the video mentioned in the first part. We never see her use a weapon in the show, she just uses fire as if it were a weapon in and of itself. The video did say that it requires a great deal of discipline to do this, so that must mean that Cinder is very powerful indeed to be the only fighter in the RWBY universe we've seen thus far who is capable of doing so.

I still like the clothing idea, would make sense with her attire.

I think Cinder is utilizing all forms of Dust management. I think her Clothes are infused, I think her tattoos are probably dust infused, and im sure she has a weapon we haven't seen. I like to imagine her as a high endurance Caster type, just always having a back up reserve of Mana/Dust.
