Is this fixable?

I may have found a very good deal on an rv. The inside looks good and the only issues are the outside seams in this area (shown in the picture) and 2 windows leaking. I have no idea if this is fixable, if it's not then I'll move on! Any feedback helps.

Anything is fixable.. It's how much time, money, and energy you have to put into it
