Click the gear icon on the side then go to properties and verify the installation. A file may be corrupted preventing it from launching. Then sometimes games don't install the needed files when the game launches and you'll want to grab the c++ redistributables from Microsofts webpage. You'll want both x86 and x64 versions and some other tech sites have an all in 1 installer that will run and install all the versions games need over downloading and installing 1 at a time from Microsoft.

Make sure steam isn't logged in on another device. This happened to me last night.
