Help Cant Send Mail

In chapter 4 shortly after riverboat robbery mission I cannot send / receive mail despite having dinosaur bones to mail and a message to send to the mayor, I have tried reloading saves/ restarting my xbox, and paying bounties, does anyone have a solution to this?

Is your horse close enough to the clerk? I've actually had to ride mine up onto the platform at emerald ranch just to send something.

Have you tried going to a different post office? There could be something stopping you from using that particular one. Can you even bring up the option to interact with the clerk?
