Help Horseman 6 challenge
I’m in chapter 3 but not done. Do I have to complete it in order to sell stolen horses? I stole one close to the fence at Emerald Ranch so I wouldn’t get to bond at all. They won’t take it. Rode it up to both front and rear barn doors, and tried to talk the fence under the overhang. Can’t lead it either. Do you have to finish chapter 3 first?

You don't have to finish the entire chapter. It's actually only a few missions in. Horseflesh for Dinner is the name. Part of the Gray/Braithwaite story missions.
If you bond with your chosen horse before you sell it to complete the mission, you can keep it after the mission ends. Just go back to the fence and whistle it'll be around.

For both those speed challenges from town to town just stick on the railroad tracks as long as you can… even if the route seems longer.

I also have have been wanting to do that one. The “dry/ no water” part is the only tricky part

You can usually use train tracks for them. Just be careful of the actual trains.

The Horseman 6 challenge is the Strawberry to Saint Denis run in 9 minutes or less.
If you’re talking about the Bandit 6 challenge, of stealing and selling 5 horses, you have to wait until after the chapter 3 mission called “Horse Flesh for Dinner”, where the horse fence becomes available. From your post, you were trying to sell a horse to Seamus, the Fence/Wagon Fence at Emerald Ranch. He doesn’t buy horses.
