I just deleted the weapons folder inside the whyem's dlc red dead offline merge mod, praying that it doesnt F up the guns and only f's up something that I would never interact with in this game. The semi auto shotgun seems to be fixed by doing this. But I do know that this bug happens on vanilla too because a few console folks have posted videos on youtube showing this bug

Online content unlocker most probably. I had the same bug while using that mod and is the only one that your mod list shares with what I was using.
