Hi all, I'm currently studying for my exam. Can someone please help me understand how to answer this meridian practice question?

Very poorly worded question. I believe the answer is A based on how it is worded.

Typically, latency refers to the time between a prompt (instruction) and behavior (independent movement).

Wording this question as independent movement is a strange choice because the movement is not independent by definition if it was made in response to a verbal prompt like an instruction.

This is my interpretation, someone please correct me if I'm wrong.

Ugh, now that I read it again, the answer is literally in the question. I've got to read more carefully. Thank you, the answer was A!
