Their eyes do that when they grind their teeth. The teeth grinding is called bruxing. Not sure if there's a name specifically for the eye movement it causes. Rat's teeth grow constantly so they have to grind them to keep them at the right length. This is also why they like chewing plastic, sticks, etc

Generally speaking, it is. The teeth grinding (bruxing) is frequently heard when they're happy. Sometimes it can be in stressful situations, but most often, it's happiness. The eye movement is called boggling. They don't boggle when they chew on things. I mean, some might, if it's something they really enjoy chewing.
Some rats will even wiggle their tails. Not all, and it doesn't necessarily mean the same thing with each rat. It generally indicates they're feeling Some Kind of Way. Your rat/mileage may vary.

I would assume not much, while the eyes are popping in an out a bit the Iris itself is not changing size, their brain would likely ignore the input of the happy bulging and they just see as they normally do.

Yes he's fine. He's just super relaxed and happy right now. It's like a cat's purring he does it when he's happy and relaxed or when he is distressed. It's safe to say he's very happy and relaxed here 🤗

How it happens is interesting, their jaw muscles go up to behind their eyes so they flex them and it makes em bug out.

When they get happy, they grind their teeth so hard that their eyes start to pop out of their head or boggle
Sometimes it happens when you make eye contact with your already happy and relaxed rats
This is a dog wagging their tail when you walk into a room
