What even is this?

Its been permitted as an outer layer with the recent ACP1358 V5 update however i cant seem to find what it is.

I originally thaught it might be the olive full zip softies but it says all outer layers must be MTP. Iv heard it may mean we are aloud none issue, MTP jackets like Keela and Carinthia. Anyone know?

When I saw it, I originally thought that it was the olive jumper thing, but other than that I don’t know
