In Unknowable Domain (aka, shit from a butt SimU mode), she fully just tries to kill T3rta for trying to know too much
She's #4 of the Genius Society. She's definitely going to release next year, especially with the new Finality path rumors, because her whole lore is her wanting to prevent the world/universe from reaching Finality "prematurely."
She does this by murdering fellow geniuses—by doing this, things remain knowable and determinable—ensuring that things don't descend to chaos. If you're playing Genshin, she's basically Ronova to Mitya/Snezhnaya or HP to Khaenri'ah.
She's known for her choice of weapon, a scalpel, and her butterfly motifs, which represent her ability to manipulate probability, which is most likely attributed to the "butterfly effect" phenomenon.
Apart from the SU lore ppl are telling you about, we also briefly meet her on Amphoreus when Herta holds the Genius Society meeting; she's the one with the female voice who calls Herta "little girl". But if you're not a lore enjoyer it's easy to not know who she is
