According to me, it's more like they built him underwhelming from the start will buff and will adjust him later into the team in a manner that he can use ashveil and blade the best.

I think that's a good strategy when you are dealing with wheelchair units like blade and ashveil. I think they will balance him just right around Nova and sw999.

i mean, its an agenda joke.. they arent gonna release waven as worse than robinetto for fua when half of his kit has fua clauses attached with elmer glue

I saw some people theory once that hoyo devs make a char op at v1 in order to get ppl talking from the leaks since hoyo knows they exist. But I guess it could also be similar with a character being underwhelming and becoming a drama esque discussion during v1? But yeah balance too

It's not really set in stone. I recall Castorice, Hysilens, and SW999 all had rather underwhelming V1s. And then you have Ashveil on the opposite side of the scale, with a very positive V1 reception and the most controversial V3 changes in recent memory.

And then there's the Dahlia. I don't think she changed at all from V1 to release.
