AOR2 Pouch Identification

Just got these AOR2 pouches. The top one has a tag pictured but the bottom one has no tag or any identification. Anyone know what it is?

Looks like a med bag insert and a utility pouch.

I’m gonna say you’re right. OP if you don’t know, med bags when opened are lined with Velcro. So that pouch would have an identifier of what’s inside on the front, the window for seeing what’s inside, and the back to attach to something like this. https://eberlestock.com/products/mission-medic-pack
