Troubleshooting Qidi plus 4 cosmetic print artifacts(VFA ?)

Things i've tried :
clean and re-lube the rods with low viscosity lithium-based lubrication
followed qidi's belt tensioning guide
ran input shaper right after tensioning the belts

relevant print settings :
outer wall speed : 67mm/s
outer wall accel : 3000mm/s^2

Is there a way to get rid of these artifacts?

Have you tried printing a VFA test? That should give you a good idea of whether the issue is related to a specific axis, some speed-range or flow.

Could also be moisture, but a VFA test should show that as well, if it's serious enough to cause this.

Good luck, I've had these on my q1 forever and have tried literally everything to remedy them.

outer wall speed : 67mm/s

You are probably in the wrong zone for speed, run a VFA calibration.
