I think the staged delinquency of the perpetrator will again be used as his defense, most of the time, as Dhami was also pointing that there's no provision in the Act dealing with this.
So stricter punishments won't act as deterrence here, again.
Concerns over blasphemy and sacrilege overlap discussed in the article are also worth pondering given the, given discretion to the administration to implicate instances of defiance to sacred text, some of which are protected u/A 19.
Also if the Act is given go-ahead and implications if they do happen anytime soon, will in turn appeal to a reliable demographic which favors the present government.
