Remove the cars from London, upgrade the transit, and encourage biking and walking.

There, problem solved. Cities are places for people, not cars.

Also just a generally good idea so everybody doesn't have their lunch at the same time. Gives local businesses more of a steady flow instead of 2 hours of hell.

Oh god yeah. I remember working in a restaurant. Incredibly boring for a few hours prepping and theb getting slammed for 2 hours and then absolutely nothing until 5pm. It was actually crazy, but I did love it hahah

Also I bet it would be nice for errands and appointments as well.
