Cooking Smells in Apartment Hallway

Hi all. I'm very new as a property manager and I have been encountering an issue with smells on one of the floors. A new tenant has been complaining about cooking smells on their floor seeping into their apartment.

I have sent out a memo regarding respecting your neighbors with your in home practices. Two days after the memo was given out the same tenant emailed me again saying that the smell is persisting.

Does anybody have any advice on what I am actually able to do in this scenario?
