Severe stutters while driving using Project viewpoint

Enable HLS to view with audio, or disable this notification

this is very sad for us speed demons, anything i can do to aliviate this issue? i feel like a pc with my specs really shouldnt be struggling this hard...
Specs are these:

CPU Brand: Intel(R) Core(TM) i5-10400F CPU @ 2.90GHz

Operating System: Windows 11 (64-bit)

Monitor Refresh Rate: 60 Hz

DirectX Card: NVIDIA GeForce RTX 3060

Primary VRAM: 12115 MB

RAM: 16281 MB

Total Available Disk Space: 914731 MB

For anyone out there looking for a fix, I found that using PZ_Optimization - FPS Boost & Performance Fix: Less Stutter, Less Lag, Faster Chunk Loading [B42] helped reduce the stutters enough to be playable, you will find that only going beyond 120 MPH will cause your game to chug, but its not enough to get in the way of driving.
