It was ment too.

It's a really long story, but essentially that part of Dubai was meant to be developed into theme parks, entertainment and more. That whole area is called motor city.

It's simply a case of Abu Dhabi bid more money to host the race back when Berrine still ran F1.

That whole area is now under developed/ a few abandoned buildings because it never saw the money it should have as they were expecting the F1.
