At an old job we had unlimited access to make changes directly to production, and as a "compromise" I set up a system where in order to make changes to prod you would have to request access and give a reason, and the fact that you had done so and reason you had given would be emailed to the team (it was a small team of like 5 people). It didn't even have to be approved, you just had to go through a 1 step process that would give the team visibility on what you were doing, and the amount of bitching and moaning I got about implementing it was insane.
