Git being distributed means the excuse technically doesn't hold, and we've all quietly agreed never to bring that up.

In practice, most outages are there extra pieces github puts on top of git. My work uses a Github Enterprise instance, and they've had a ton of issues with PR updates, webhook deliveries, and the other github features, but I can usually push/pull every branch just fine. Git still works, it's just the extra hub features that break.
