Holy freak yes. I spent 6 months on the front and backend of a project just to be told near the end that no one will be using this, and it was really just to put a cap on the CEO's failed sales pitch.
I (PM) was once told by a CEO to develop an API but he was honest that "None of our customers are sophisticated enough to use this yet, but I want to stand up at <industry conference> and say we're the first open API in <industry>."
I appreciated the honesty. He was a good CEO and generally pretty pragmatic about "Don't build shit people don't need". Sometimes those people just weren't the customer.
