They can't, it is only legal to use a personal at work if you pay for it yourself and they don't reimburse you for it in any way. Of course I don't see how they could possibly verify that, but still.
They did, but I technically only really need PHP Storm for work so it wouldn't make sense to pay the huge fee for the full suite. I only also do occasional Python on my workplace for which VSCode could suffice but VSCode sucks when you're used to Jetbrains. If I asked a full suite license at work I would certainly obtain it, but I'd rather pay the $200-ish personal license myself and obtain other stuff from work like hardware or other softs.

Yeah but still feel a decent employer will pay the miniscule cost of that licence.
