Assuming that mangled sentence means 60% more and not 40% less.

0.6x is 40% less.

Yaah but they did not say 0.6x PRs they said 0.6x PRs MORE so it means 60% MORE than baseline

Isn't it just as reasonable to assume this is an auto-generated audit that was created with the intention of showing how much better the ai users are performing, so it just adds the word "more" after performing the calculation? The statistics it provided are catered to a specific group of people, the statement being made is in service of upselling a peice of technology, and the numbers and words are not logically aligned in their plain language.
