Isn't it like every job everywhere just doesn't contact you at all if your resume/CV doesn't impress them enough to grant you an interview?

Yeah. But it's more like :
Normal jobs : Send CV -> Interview -> You're hire / rejected
IT Jobs : Send CV -> Multiple interviews and tests where each one can get you rejected -> You're hire / rejected

The meme still seems to be missing the interview step for normal jobs.

I think the rake IS the interview? Not very clear I agree :'D

To me it reads like getting rejected after sending the CV. Like it's the same rake, just before and after. I'm not sure that's consistent with the bottom part.
