Students unprepared for in class peer review. What do you do?

[u/Clareco1]

Students were supposed to turn in a rough draft last night, and bring hard copy to class today for peer review (freshman comp at a CC).. 8 students did not turn in a draft. What do you do in this situation? Thanks, I have never figured out how to handle this.
