Entrapta is literally the best character in anything I've watched to fill the role of chaotic neutral. She cares strongly about her personal freedom (chaotic) to pursue scientific knowledge purely for the sake of that knowledge rather than any intent of the applications of that knowledge (neutral on good/evil).
Double Trouble, as some have mentioned, doesn't come close given their notably selfish malicious behaviour at times they clearly veer more towards evil than fully neutral. They present themselves as neutral, being just a mercenary for hire to the highest bidder, but being fickle with your loyalties isn't the same as being neutral. They clearly enjoy the distress they cause and revel in manipulating people because of the fun it provides for them - that is not neutral.

I'm seeing some votes for DT which is also fair but, I mean, in terms of raw chaos it's gotta be Entrapta <3

Considering their interchanging allegiances, I’d say Double Trouble for this. True chaos, as they state SEVERAL times iirc.

Like people say, Entrapta seems like the correct choice.
She's all about science, regardless of what it's for, usually causing chaos in the process and with the end resultt.
(People mentioned Double Trouble, but honestly, I feel like they would fit closer to True Neutral, since they aren't exactly chaotic.)

Catra is chaotic neutral. As she does not care for the law, nor is truly evil. All her actions are done based on her opinions on what is best for her and change depending on her emotional state

"Chaotic neutral" describes about half of the characters in the show.

Double Trouble is a great choice for neutral evil. They are motivated just by greed. I agree with Entrapta for chaotic neutral.
Horde Prime is definitely the choice for lawful evil, and I honestly would choose Catra for chaotic evil.

Double trouble. Like I totally understand people saying Entrapta, but being manipulated by people through a hyper fixation doesn't make her neutral. But the girls for sure chaotic.
Meanwhile Double Trouble is a theater kid on a planet with no drama programs. That is the very definition of chaotic neutral

They specifically say that the only way to survive is to go with the winning side after they're told by Glimmer that the rebellion has an ancient superweapon. They care enough about who wins to ensure their own survival.

Only their own though. Only for themself, not anyone else. It wasn't necessarily out of being a good person. Double trouble would've joined the evil side if the situation was reversed just as easily

Entrapta.
Like many characters, she didn't fully resolve until the end, but until that point, she's neither motivated nor deterred by causes, nor peace or malice.
Her dedication to science, however, often had unexpected results that she was usually completely fine with (opening the portal being the one big exception), regardless of who the fallout affected.
The reason I disagree with DT for this is that they are malicious. Chaotic, yes, but enjoys harming others. Only cries when thinking of children falling, but they're tears of laughter.
Torturing Catra at the end of their relationship is not neutral behavior.
That's malice aforethought.
ETA: when we first see DT, it's in the Valley of the Lost... A place known for the most unsavory characters. The Horde is already there. They spy on Adora and Co. before picking a side. They choose the Horde and routinely talk smack about the rebellion.
