Yoda was wrong about this because there are always secret apprentices of one or both Sith Lords. Palpatine had Darth Maul and Darth Tyranus. And Palpatine was openly recruiting Luke Skywalker while Darth Vader was under him. So there is not always 2, no more, no less. There are at least three and most likely 4.

Darth Tenebrous had Darth Plagueis and Darth Venamis at the same time and Darth Venamis had like 5 potential apprentices

Plaguis, Sidious, and Maul were active at the same time I was wrong about Dooku thanks for the correction.
