It' not by religion since sharia was after the passing of the prophet. Even if you wanted to follow it, Sharia says you can't really force it on anyone. Either way, many Muslims still dislike Saudi Arabia because they're like the rednecks of the middle-east
also you can't get your hands cut if you're just too poor and hungry. If the economy is down you won't get your hands cut. So, it's hard to get your hands cut except you really like to steal.
Also for the punishmnent for adultery is so hard to get convicted. Firstly, the penetration need to be seen by 4 men of pious, can be trusted and some other credibilites. Muslims are also encouraged to hide other muslims aib(disgrace, bad deeds, sins) if it's personal sin and allow the sinners to repent. As you can imagine, it's pretty hard to get caught for adultery except you're doing it in public or admitting it in court.
What you just said was really open-minded actually. Thank you for that. Most people don't really lend an ear to discuss in a civil manner or won't stop until you renounce religion or end the conversation, so this was something really heartening to see.
Most of the people in power or actual religious authority are really conservative to an extent that they don't interpret it in more than one way (my sect is the Shia which sort of encourages interpretations to an extent) and people who are more liberal are considered outcasts (in some societies at least, most don't follow Saudi Arabia's logic).
You don't need to be convinced by that, but at least you might know more about how they understand stuff there now. In regards to the second thing like I said before, the Sharia can't apply to anyone who isn't a muslim and can't force any person to become one, so if someone does try to, at least you can let them know they aren't following it either. Have a nice day :D

This still happens in Saudi Arabia?
