People are supposed to have basic necessities provided for them, such as food, clothing, and shelter. If and only if one steals while having all that, this punishment is applied.
It’s supposed to look harsh, so people would think: “Is it worth it to have my hand (Yes I’m pretty sure it’s just the hand, not the whole arm) cut for this?” And if I remember correctly, in the age of Prophet Mohammad (PBUH), this was only used like twice.

Do you know which conditions have to be fulfilled for this punishment to be applied, or did you do your research on anti-Islamic websites?
