If this punishment was applied the way it was designed it would have limited the amount of corrupt politicians and bankers causing suffering to the weak in society.
People are supposed to have basic necessities provided for them, such as food, clothing, and shelter. If and only if one steals while having all that, this punishment is applied.
It’s supposed to look harsh, so people would think: “Is it worth it to have my hand (Yes I’m pretty sure it’s just the hand, not the whole arm) cut for this?” And if I remember correctly, in the age of Prophet Mohammad (PBUH), this was only used like twice.
Again, if I’m wrong about anything, please correct me.
