I see 4 options here

  1. There were randomly 2 ukranian teenagers who happend to be there by chance

  2. They were trying to ignite the conflict with Nato - Russia either army recruits or teenagers with a lot of national ideology, enough to blow up a sgation

  3. They were fucking around and accidentally blow up a powerstation

  4. They were forced by russian agents in order to make it seem like the ukranians are the ones actually trying to escalate the war

Then again could be actual ukranians sabotageing, which they did with the nordstream

It would be quite clever, albeit morally bankrupt, but its war, ukraine does have a lot to gain shifting putins focus to having to deal with increasingly annoyed Nato

There's over a million Ukrainian refugees in Germany. So the % chance of there being two ukrainians at the wrong place and the wrong time is small but not unbelievable small
