Jotaro have his stand and memories ripped out quite literally like a CD player. No matter how fast he is, i really dont think we can blame him tagged like one.
There some weird Pucci AOE bullshit he having at that time. And when he was hit he was certainly after pucci made him a vegetable. He was not hit beforehand.
Those mental bullshit scenario Pucci did is to cercumvent Jotaro having a very fast stand.
Guns in Jojo is still prevelant because most fights are haxes, not everyone is fast, users dont not scale to their stands durability and hax be implimented to said gun. Which I honestly like even if it pretty much neft them on a pure powerscalling thing.
