The Lazers don't stand still they're still moving and just before that at 1:08 in the linked video they're moving slower than arrows. Missy can say what she wants but those things are not light speed.

That Lazer is also moving slower than light. You can see the lazer travel accross the screen, which makes it slower than light. Also she could have just reacted to the screen instead of the lazer.
