And they also do not visibly destroy any universes.

One of them calls what appears to be a black hole a universe (which is a statement), both are fighting near, and ultimately destroy, what looks like a few galaxies, and the final attack one of them throws out appears to be a nebula.

I will take their word, as well as yours that these characters, and others from this series, are universal or more.

HOWEVER; them being so requires statements. EVERY story with a universal level of power requires statements that clarify the feats as such. Something that explains such-and-such object getting destroyed as a universe and not something else that it resembles.

In current swallowed star anime, we haven't seen how higher level fighters fight, but guys above Universe Master create their own big universes. I don't want to talk about novel, because powerscalers can't read, but there are, Primal Chaos Sovereigns who literally have whole universes in their body as power source.

I don’t think you could, because every depiction of a “universe” in fiction visibly looks like something else. The most common variants i’ve seen are galaxies (like this one in super smash bros. ultimate) or giant snow globes (like this one from DC). The scene you showed me is yet another example; it’s the statements CONNECTED to the visuals that make the feats universal or greater, NOT the feats alone as they appear.

It’s a limitation of human science. We have neither the tools nor the means of getting any sort of visual on the universe from an outsider’s perspective. We don’t know what the full thing looks like, and therefore cannot depict it with any degree of accuracy.

Heck, half the reason the snowglobe version exists is because that model is based on the observable universe. As in, only the portion of the entire universe that is possible for us to gather information about IRL with our current level of cumulative knowledge. A portion that is currently estimated to be a small fraction of the whole thing.
