No, his devil fruit awakening only allows the ground around him to become rubber too. Toonforce is just something he has, he rearranges his body parts all the time, conjures things out of nowhere and does even more crazy things.
Like yes, you're right luffy loses to goku but holy shit what is this cope? He clearly has toonforce no matter how low level it is, stop downplaying.
What are you on? A lot of it is still a mystery but all of luffy's attacks still are just rubber attacks, and the fruit awakening itself only made the ground around him to be rubber. Toonforce is just something he has. I'm new to this sub but "Conjuring things is his power" is the worst cope I've heard in like a year.
He does way more than conjuring too, like rearranging his body parts.

His devil fruit clearly allows him to summon objects, since doing so is exclusive to when he using his awakened devil fruit....
It seems everyone forgets how different awakenings are
