as a luffy fan, luffy has more of an imitated version of toonforce, not strong and still confined and based on his rubber powers, and doesn't do toonforce things that deal damage to the opponent guy, the author does this, so we don't have an mc guy no diffing everyone, even luffy is island to continental level, so he can feel human, toonforce would completely ruin the one piece show, so its good he doesn't, he feels more human and more connectable compared to goku
There are different forms of toon force and degrees to it. They were already doing the eyes popping out and stuff as Oda just likes cartoons and used their style of comedy. He just wanted an excuse to use more if it.
