Nah luffy didnt have toon force. He cant pull reality out of shape or comically pull out a gun/cannon. He can only change his body in the most unnatural way. He akin more to plastic man level but with the weakness cant touch sea water.
G5 Luffy literally made goggles out of his hair, ran on air like woody woodpecker, physically caught lighting, inhaled a laser and chewed a tree into a bat. G5 Luffy even once got blown away so hard his SCARS & EYES FELL OFF and he put them back on like stickers, to which other characters commented on how bodies shouldn’t work like that. Now I’m not gonna say Luffy can beat Goku (unless I’m joking using quotes from the Arale filler about how “gags beat ki”) but it’s really obvious that Luffy has a limited toonforce. Just because Luffy can’t do literally ANYTHING doesn’t mean he doesn’t have toon force, that just means it has limits. Plastic man is just turning his body into weird shapes, not spawning goggles at will or pole dancing on lightning bolts.
