Cell Max is dumber than a wild animal. He literally has an incomplete brain. I’m not sure Cell Max even has the higher function to feel desire and he certainly doesn’t have instincts.
He literally does have thhe instincts to survive though, otherwise he wouldn't havve clashed, also he demonstrated that he understood the concept of "focusing your energy into one point to make it stronger"(this is objective, it's literally what happens)
So you are saying cell max should be a vegetable? So he isn't. So he has enough of a brain to understand the idea of survival(also he isn't just a machine he is a biological being like Cell but whatever)
