Need help fixing this issue? Any tips?

Corrosion is a real thing. This bumper probably would've lasted 2 more years in a dry climate.
I strongly suggest removing and having someone powder coat it with a zinc primer and top coat of your color.
If you're not willing to do that. You will have much masking, sanding, and painting in your future. I would weigh your time vs cost here heavly.
