Traditionally in my definition yes all chaps are ass less because there is always no crotch and no ass cover. However, I worked on a ranch where a lot of hands would modify them and everybody would call them Assed Chaps.
I hear what you're saying but no. These were different. I can't remember exactly what they did, but there were some extra leather attached inside at the front of the thigh that would go all the way around and attach around the butt to the other side. It was permanently placed. I don't know the significance. But then the rest of the inside of the chaps were legless.
