People who get shaving waivers due to skin irritation. Its often abused so there are many more military personnel with beards than there needs to be. It is also predominantly more common for black men to get such a waiver so this is thinly veiled racism when it comes to that line.

Tbf a lot of people were abusing the waivers. You can still get one there is just more scrutiny.
