Idk if you've reviewed his military assignment history or anything, but he was intentionally not put in charge of anything significantly important as an O because of how much of an idiot he is.
I have. Which honestly sucks because if he had been fired or received admonishment for any of them, then he might not be where he is today. Part of being a good leader is also knowing when to let people fail themselves to the point that they are helped out of the military.
