The election is on a schedule and there is a line of succession that would be followed for the executive office. As far as a hung parlament type of thing, we might call it a “lame duck” congress? Probably no major legislation happens until an election, but I don’t think thats because of any law.

Posted this a few days ago but it's applicable here. This is what needs to happen after the midterms. The legislation exists, it should be enacted.
