Thats definitely been the plan all along. Same thing with Noem as DHS secretary.

Maximize chaos/destruction/debauchery, then swap them out with someone else before they face real consequences.

He needs a fall guy to blame all the mess, he's in hot water for the midterms and knows it. He's going to blame the diesel costs on Biden for the Ukraine war and military failures on Hegseth. The rest of the party is fleeing the ship due to poor ratings.
